#CapCop28: Debriefing COP 28 at local level in Fatick


In an innovative move aimed at anchoring climate issues at the heart of local concerns, ENDA ENERGIE, in partnership with the Ford Foundation and the African Climate Foundation, closed the #CapCop28 initiative with a debriefing session at the ARD in Fatick.

The event brought together non-state actors in a setting conducive to in-depth discussions on the main decisions to emerge from COP28. Decentralised services such as the DREEC, the ARD and the Water and Forests Department, among others, warmly welcomed this initiative, underlining its essential role in raising awareness of global climate issues among local players.

ENDA ENERGIE's innovation was also appreciated by the participants, who expressed their gratitude for this opportunity to better understand the concrete implications of the decisions taken at COP28. This decentralisation has strengthened local stakeholders' sense of involvement in issues that affect them directly.

The underlying aim of this decentralisation is to raise awareness of climate issues and encourage community mobilisation in favour of concrete measures. The discussions also led to recommendations aimed at ensuring that the positions of grassroots players are better taken into account in the development of climate policies in Senegal.

COP28 in Dubai was marked by a historic decision from the outset, with the adoption of the implementation of the fund designed to finance climate loss and damage in vulnerable countries. This significant step forward reinforces the importance of local initiatives such as #CapCop28, which help to connect the global implications of major climate conferences with the concrete realities and needs of grassroots communities.

Here are a few recommendations from COP 28 in Fatick:

- Support the territorial level in climate planning to ensure effective implementation of development policies.

- Organise a pre-COP meeting in Fatick to integrate the concerns of local stakeholders into the climate discussions before going to the COP.

- Encourage the integration of solar energy at domestic level by making panels tax-free, and by taking land use into account.

- Insist on compliance with impact studies for development projects implemented by local authorities to ensure a sustainable approach.

-Implement strategies to increase understanding of the mechanisms of climate funds, such as the new loss and damage fund.

- Organise meetings between local players and experts to promote mutual understanding and better collaboration.
