Context and environment
 In addition to the policies and strategies of climate resilience and contribution to the global effort to combat climate change (CDN, 2019), Senegal is resolutely committed to a perspective of sustainable economic development materialized by axis 1 of the PES focuses on the need for a green structural transformation of sectors of activity. To achieve the objectives of reducing GHG emissions by 33% in 2023 and responding to the challenges of climate vulnerability, it is necessary to conduct prospective thinking processes and implement options and solutions in an inclusive manner. identified. For the implementation of this triptych: climate resilience-sustainable development-carbon sobriety, Senegal, through the MEDD and the MEP, has just benefited from a project entitled DDP (Deep Decarbonization Pathways) - Senegal financed by the AFD through the 2020 Facility and which will be implemented jointly by IDDRI and Enda Energie.
In line with the main purpose of Article 4, Paragraph 39 of the Paris Agreement, the said project mainly aims to help Senegal have a long-term low-carbon and climate-resilient development strategy. climate change in a logic of co-construction of transformational development trajectories and based on a dynamic of territorialization of the identified measures. The said project could not obscure the marked climatic vulnerability of Senegal's main sectors of activity (Agriculture, livestock, fishing & coastal zones, water resources, etc.) which continue to negatively affect GDP and efforts to combat poverty. and inequalities. Indeed, the revised CDN projections show a trend increase in temperature (from +1.17° to +1.41°C), a drop in the average cumulative annual rainfall (from 89 mm in general and 16 mm in the north of Senegal) and the frequent occurrence of extreme events (heat waves, drought, flooding, etc.).
At the sectoral level, the effects of these climatic factors are reflected in a trend decline in agricultural production (e.g.: reduction of more than 30% in cereal production by 2025), the decline in fodder resources, continued land degradation , etc.
These current and future dynamics require the initiation and adoption of new approaches to reflection and development planning which integrate, on the one hand, the conditions for climate resilience and on the other hand, a transformational dimension to respond to the current needs and gaps and above all lay the foundations for a sustainable and low-carbon future.
It is with this in mind that Enda Energie decided to create this specialist position on climate change and sustainable development to complete the technical coordination team (core team) for the implementation of the said project.

Duties and Responsibilities:
The specialist is responsible for all aspects relating to climate change and sustainable development in the implementation of the said project. Mainly, he is responsible for providing the orientations and carrying out the technical analyzes necessary to properly integrate the dimension of climate change and sustainable development. sustainable development throughout the process of definition, analysis and dialogue on resilient and low-carbon development trajectories. In perfect synergy with the 4 established thematic groups (energy transition, land use system, urban and infrastructure system, industrial system), it will ensure the coordination of the planning and implementation of the activities of the cross-functional group in charge of questions on climate change and sustainable development with the thematic groups. Precisely, the tasks expected of the specialist include, among others,
i) Provision of technical assistance to the DDP team for proper execution of the project
ii) Supporting the group on climate change in the process of identifying and analyzing trajectories reflecting the ambitions and strategies of climate resilience, carbon sobriety and sustainable development in confirmation with all development policies ( EPS 2)
iii) the development of all expected deliverables in relation to climate change and sustainable development (conjuncture update, trajectory sheet, country report, policy briefs, communication, etc.)
iv) Writing reports of the group's discussions v) Contributing to the facilitation of the thematic group in order to contribute to improving the knowledge and especially the skills of national stakeholders on the tools, methods and approaches implemented
vi) To participate to communication and dialogue on hypotheses, results, etc. of the project
vii) To participate fully in the planning of activities and the preparation of requested activity reports.

Required Skills
- Higher studies diploma (Bac+5) in environment, climate change, sustainable development, social sciences, engineering, etc.

 

- Postdoctoral study on the climate change & development nexus would be an asset

 

- Have experience of at least 5 years on issues relating to the analysis of vulnerability, climate risks and adaptation to climate change and the analysis of the mitigation of GHG emissions in Africa, in West Africa

 

- Have experience of at least analytical review and policy development, technical notes on climate change from the conceptual phase of scenarios, to data collection and analysis.

 

- Good mastery of methodologies and tools for modeling the impact and challenges of climate change and sustainable development on the key sectors identified

 

- Good ability to lead a multidisciplinary and multifaceted working group (expert, decision-maker, private sector, local authority, etc.)

 

Good command of French and English
