TERMS OF REFERENCE STUDY ON THE CAPITALIZATION OF THE EXPERIENCES OF THE PROJECT Strengthening Access to Improved Homes (RFA)


Nearly 3 billion people worldwide use solid fuels, with firewood and charcoal as their primary sources of cooking. Burning solid fuels generates emissions of carbon dioxide, methane and black carbon, which are among the main contributors to climate change. The global greenhouse gas (GHG) emission reduction potential from improved cookstoves (ICS) is estimated at between 0.6 and 2.4 Gt CO2eq/year. It is in this context that the “Promoting Climate-Friendly Cooking: Kenya & Senegal” programme is designed to accelerate the growth of the improved cookstove sector, particularly in the most remote and rural areas where market transformation is irreversible.

In doing so, it will transform the sector from a number of small-scale, informal, undercapitalized artisanal producers of improved cookstoves (ICS) into a much stronger economic sector. This sector has a strong technological base and business management capabilities, access to commercial capital and the capacity to provide better quality products to a larger number of consumers and households, especially in remote rural areas.

The expected outcome of the program is to triple the annual volume of production and sales of improved cookstoves by the end of 2024 (after 5 years) and to multiply it by 6 by 2030 (8 million FA for Senegal); the scale required for both countries - Kenya and Senegal to substantially achieve their NDC targets related to improved cookstoves and achieve growth independent of ODA.

This project consists of a large-scale dissemination of improved cookstoves. It is co-financed by BMZ and the Green Climate Fund and whose implementation is coordinated by GIZ in Senegal. Through various activities to promote the use of improved stoves (distribution and sale of improved stoves, awareness-raising and communication for behavior change, etc.), this project fundamentally aims to change the behavior of rural, semi-urban and urban households in order to encourage them to adopt improved stoves, which are an appropriate technology for their cooking practices.

In Senegal, Enda Energie is involved in this project as an implementing entity (EE) through the "Project to Strengthen Access to Improved Stoves (RFA)". Enda Energie supports GIZ in the popularization and large-scale marketing of FAs in the areas of Fatick, Saint-Louis, Kolda, Sédhiou and Ziguinchor.

This project also aims to contribute to job creation, reducing pressure on forest cover and mitigating greenhouse gas emissions under Senegal's climate policy, including the NDC.
