Creation of ENDA / birth of the movement.
The organization Enda Tiers-Monde (ENDA) was founded in Dakar in 1972 as an “environmental training program” led by Jacques Bugnicourt and other stakeholders. This founding act laid the foundation for a network of teams and programs dedicated to environmental issues and development in the Global South. ENDA then took on the status of an international organization with a strong foothold in West Africa. This institutional framework enabled the subsequent creation of thematic programs, including one on energy.
Status and recognition: headquarters agreement.
ENDA obtained a stronger legal framework with the signing of a headquarters agreement with the State of Senegal on June 27, 1978, which consolidated its institutional presence in Dakar. This agreement facilitates international relations and partnerships with donors and public institutions. It contributes to ENDA's ability to set up structured thematic programs at the national and regional levels.
Launch of the Energy program within ENDA.
In 1984, the Enda Energy—Environment program was officially launched, structuring ENDA's interventions on energy issues (access, efficiency, local alternatives). This launch marked the integration of energy issues into ENDA's strategy, with actions focusing on energy efficiency, improved stoves, and support for communities. Over the years, this program has evolved into a recognized entity for local energy transition.
1990s–2000s — Consolidation and dissemination of thematic experiences.
During the 1990s and 2000s, ENDA (and its thematic teams) multiplied its experiments, field actions, and publications, consolidating approaches around energy, the environment, and local development. The decentralized structure enabled the development of branches and projects in Africa and beyond, enriching ENDA's technical and participatory toolbox. These decades also served to capitalize on knowledge for advocacy and public policy (see network summaries and activity reports).
Transformation into a network of autonomous entities.
In 2012, Enda Tiers-Monde officially restructured itself into a network of autonomous associations sharing a common vision and mission, following a General Assembly held in Dakar. This institutional change strengthened the autonomy of the thematic entities (including ENDA ENERGIE) while maintaining coordination and a common identity. The new organization facilitated local, national, and international partnerships that were better suited to the realities of the projects.
Increased visibility on energy transition and climate action.
Over the last decade, ENDA ENERGIE has established itself as a national and regional player in energy transition — supporting local authorities, promoting renewable energies, and energy efficiency. The organization participates in planning initiatives (e.g., contributions to Senegal's Long-Term Strategy) and produces summaries and technical tools for local decision-makers and stakeholders. The network's reports and publications attest to this expanded role in energy and climate-related policies.
Recent flagship projects: RESICOM and mangrove reforestation.
ENDA ENERGIE led the RESICOM project (in partnership with and with support from Mitsubishi Corporation) aimed at restoring mangrove areas and building their socio-ecological resilience, including reforestation efforts (target of 20 ha for certain phases) and the distribution of improved stoves. These activities combine ecosystem conservation, livelihood enhancement (particularly for women), and reduction of pressure on wood resources. Workshops, reforestation campaigns (e.g., Bamboung MPA/Saloum Delta), and awareness-raising activities were documented in 2023–2024.
