Press release: Establishment of the Observatory on Just and Sustainable Transitions
The multi-actor forum was an opportunity to present the initiative recommended by non-state actors in Senegal to set up an observatory on just and sustainable transitions. It follows a process marked by Climate-Energy week, by the development of the LTV, among others.
The spirit and outlines of this observatory were thus shared with the actors, in particular representatives of institutions (sectoral ministries, National Assembly, High Council of local authorities), local elected officials, the private sector, organizations of the civil society, producer organizations, communication professionals, trade union organizations, the research sector, with a view to collecting their respective contributions in its deployment, governance, objectives, mission and operation.
This co-construction exercise particularly considers expectations and potential contributions, so that this tool is a space for constructive dialogue on the different transitional dynamics (agriculture, industry and infrastructure and transport), going beyond the energy transition.
Indeed, the implementation of the observatory of said transitions intends to contribute to plural monitoring, and guide the choices of transformations and actions proposed at all relevant levels (national, territorial). It is also about ensuring strategic monitoring and positioning itself as a force for proposals on the inclusive implementation of investment programs, in particular that of the JETP.
The transitional windows thus envisaged will make it possible to integrate all the expectations of non-state actors and to encourage their contribution in the choice and monitoring of the implementation of transition programs and projects.
The observatory will be gradually established at the national and territorial level, offering each actor and entity the opportunity to actively participate. Its launch will constitute an opportunity to monitor the various transitions underway to ensure their consistency with Senegal's long-term vision (LTV) 2050, and to support the development of the long-term strategy (LTS), based on the priority action plan (PAP3) of the Emerging Senegal Plan (PSE), on the contribution determined at the national level (CDN) and on all the relevant benchmarks of Senegal's development policy.
