Screenwriting workshop and development of narratives on the Infrastructure Transition: Towards Sustainable Development in Senegal


On March 20 and 21, 2024, the scriptwriting workshop for developing narratives on the infrastructural transition was held at the Phenix hotel in Somone. Organized by ENDA ENERGIE in collaboration with the Ministry of the Environment, Sustainable Development and Ecological Transition (MEDDTE) and the Ministry of Oil and Energy (MPE), this workshop brought together experts and representatives from various institutions to discuss and refine infrastructure transition scenarios.

The main objective of this technical session was to consolidate the previously identified scenarios and enrich them through constructive exchanges between the participants. Among those present were Fatima Niang from MEDDTE, Seydou Ba from the National Agency for Territorial Planning, Samba Fall, Ansoumana N. Djitte and Cheikh Akd Diop from Enda Energie, Amath Ndiaye from the Executive Council for Sustainable Urban Transport, and Abdoulaye Malo Gueye of the National Sanitation Office of Senegal.

The workshop began with a review of what had been learned, emphasizing the necessary transformations, the potential levers, and the key determinants defined during previous work. The three major determinants retained to guide the scenario work were the contribution to socio-economic development, the contribution to the absorption of greenhouse gases (GHG), and the contribution to adaptation to climate change.

After two days of intense and fruitful discussions, the participants agreed on the validation of several scenarios. Four trajectories have been identified to guide the infrastructural development of Senegal:

The S0 scenario, or “Territory in a run-of-the-mill situation”, serves as a reference scenario without additional interventions. The “Territory in Transition” represents initial efforts toward more sustainable infrastructure. The “Moderately integrated territory” envisages moderate integrations of sustainable practices. Finally, the “Resilient and low-carbon territory” constitutes the ambitious objective of maximum sustainable development.

These validated scenarios serve as solid foundations for future planning and require detailed narratives for their implementation. The following steps include the development of these narratives, with specific roles assigned to the different parties implying: ANAT will be responsible for developing the reference scenario (S0) with the ENDA ENERGIE team, ONAS will will focus on aspects related to liquid waste in all scenarios, CETUD will develop elements relating to mobility and transport infrastructure, and SONAGED will be consulted to provide support on the solid waste narrative.

To facilitate this process, MEDDTE undertakes to coordinate the collection of necessary information from the structures concerned by signing an official letter. This will ensure that all parties have the data and institutional support needed to move forward effectively.

This workshop not only made it possible to validate sustainable infrastructure development scenarios, but also strengthened collaboration between the different parties involved. Senegal, through these concerted efforts, continues to show its commitment to a resilient and low-carbon future.
