Initiative for Co-construction of Low Carbon and Climate Change Resilient Development Trajectories for Senegal
On Friday, October 27, the Industrial Transition Core Group (CG-TI) met in person for an exchange session as part of the initiative project for the co-construction of low-carbon development trajectories that are resilient to change. climate for Senegal. This meeting, organized by ENDA ENERGIE, in collaboration with sector experts, aimed to discuss scenario modeling tools for low-carbon industrial development, to adopt a consensual approach for the scenario process and to take stock of the elaboration of the narratives of the Industrial Transition Thematic Group (GT-TI). Participants included Samuel Tabane, Romain Counké Sambou, Bintou Dia, Samba Fall and Cheikh Khadre Diop from ENDA ENERGIE. The workshop began with a review of tools suitable for modeling scenarios aimed at a low-carbon development trajectory for the industrial sector. The ENDA ENERGIE team shared examples of scripting processes used internationally, highlighting the importance of a rigorous and collaborative approach. Then, the participants discussed and consensually adopted an approach and an agenda for the scriptwriting process. Three pillars have been defined to guide this approach: the contribution to industrial redeployment, industrial sovereignty through the substitution of imports by local production, and the contribution to climate action. On this basis, a series of scenarios will be proposed by the CG-TI to guide the sustainable industrial development of Senegal.
The state of play in the development of narratives was also discussed. The GT lead shared the progress made in the narratives of the necessary transformations. To finalize the remaining narratives, each GT-TI member structure is responsible for actively contributing. A visit to the Agropole is planned to move forward on the remaining transformations, emphasizing the importance of collaboration on the ground to refine the proposed scenarios. In terms of next steps, a face-to-face meeting is planned for November 10 to continue discussions and validate the scenarios. At the same time, working sessions with the Energy Information System (SIE) and the National Agency for Statistics and Demography (ANSD) are planned to collect precise data on energy consumption in the industrial sector. This data will be essential to refine the scripting models and guarantee their relevance and effectiveness. This workshop marks an important step in the initiative to co-construct low-carbon development trajectories for Senegal. Thanks to close collaboration between different stakeholders, the country is moving towards a sustainable and resilient industrial future, capable of responding to the challenges of climate change while strengthening its economy.
