ENDA ENERGIE at the 21st session of the Committee responsible for reviewing the implementation of the Convention to Combat Desertification


The 21st session of the review committee for the implementation of the Convention to Combat Desertification (CRIC) started in Samakand, Uzbekistan, this Monday, November 13, 2023.

The topics on the agenda relate to

Review of the UNCCD Implementation Assessment on the UNCCD Strategic Framework 2018-2030;
Updated voluntary land degradation neutrality targets and related implementation efforts;
Improvement of communication procedures as well as the quality and formats of reports to be submitted to the Conference of the Parties;
Presentation for consideration by the Parties of the progress report of the Intergovernmental Working Group on Effective Policy and Implementation Measures to Combat Drought;
Review of policy frameworks on thematic topics: sand and dust storms, drought, land tenure and gender;
Adoption of the report of the Committee for the Review of the Implementation of the Convention containing conclusions and recommendations to the Conference of the Parties;
Similarly, a high-level event on sand and dust storms will be organized by the Government of Uzbekistan under the auspices of CRIC 21;
Also, interactive exchanges between the Parties and their development partners on sand and dust storms will be held during the CRIC.

Delegates from the Countries Parties to the regional implementation annexes of the Convention, the United Nations and the organs of the United Nations Secretariat, specialized agencies and related organizations, intergovernmental organizations and organizations of the CRIC are invited to the 21st session of the CRIC. civil society.

CSOs will contribute to this event through plenary statements on agenda topics, during high-level sessions and during interactive dialogues with Country Parties and the Convention Secretariat.

To this end, ENDA ENERGIE, whose commitment is recognized through its contributions on the various issues on the agenda by its peers and the international community, will take part with the Drynet network. This network is among the most influential CSO networks globally on the UNCCD process. Enda, member of the Drynet network steering committee, has prepared a strategy document for the network which she intends to submit to members during the general assembly which will be held on the sidelines of CRIC21.

The CSO preparatory meeting

Enda will participate in the preparatory meeting of CSOs for the 21st session of the CRIC scheduled for November 12. This preparatory session makes it possible to organize the work of CSOs, thematic working groups, to prepare declarations, contributions from CSOs and discussion sessions with the Convention Secretariat, delegates and partners.

Side-Events

Enda will take part in side events including the one organized by FARN, GEF, Youth Caucus and the UNCCD on November 15 on the inclusive and pro-active contribution of the Gender Caucus within the UNCCD. For Enda it will be an opportunity to share its experiences on the empowerment of women through the value chains that it develops for the benefit of women and young people:

Biogas: (cooking and light), benefit, economic, impact on health;
Milk: conservation units in the North, South and Center of Senegal;
Cereal processing in the North, South and Center;
Market gardening according to agro-ecological horticultural practices with the support of the OMVS (organization for the development of the Senegal River);
Water management: renovation of the water distribution canal over a length of 7km in Khor, Saint Louis;
Beekeeping, beehive installation and honey packaging;
Oyster farming in mangrove ecosystems has enabled many women to pay school fees and registration fees for their children.

Enda will contribute to the NGO declaration on drought on November 14, which will focus on:

Accelerate the development, financing and implementation of cross-border regional plans to combat drought;
Take into account and promote the knowledge of indigenous peoples in drought mitigation and adaptation;
Drought, in addition to the other harmonization and synergy mechanisms of the Rio conventions, must be considered as a natural disaster risk in the context of loss and damage and benefit from the related financing. Thus, we support the recommendation which establishes the link between drought, adaptation to CC, sustainable development and reduction of risks and disasters;
Conduct an evaluation of Decision 15/COP. 15 relating to the transition from “reactive to proactive management of drought”;
Facilitate the appropriation of the drought toolbox by CSOs in order to integrate “learning communities and practice”;
Briefly remember some indicators of drought: drop in water tables, scarcity and weakness of rain, rise in temperatures and partial disappearance of plant cover
First mitigate these effects ‘if not eradicate them’ on the life of communities, otherwise any initiative would be in vain as is the case for certain regional-scale programs in arid zones;
 For the choice of option and institutional framework, eight proposals are put forward, but in any case the option chosen should facilitate the integration, the acceleration of proposals to combat drought mainly in Africa, the continent more vulnerable.

          Drynet General Assembly

On the sidelines of the CRIC, the Drynet network is holding its annual general meeting on Friday, November 17 at 5 p.m. For members who will not be physically present, can participate online. Reports from the executive office and Coordination will be presented. Also, the stages of the process of launching the project, financed by the GEF on the NDT, in January 2024 will be discussed. This will be an opportunity to adopt the network strategy document.

The preparatory meeting for the NDT project steering committee meeting

The Civil Society Engagement Project on Land Degradation Neutrality for Effective Implementation of the UNCCD is organizing a preparatory meeting on November 18. The steering committee is composed of:

The members of the NDT project (IUCN and Drynet) are taking advantage of the Samarkand meeting to hold the preparatory meeting for the project which will start in January 2024.

Post CRIC21

At the end of the CRIC, an article will summarize our participation in this session which will mark an important step in the preparation of COP16 which will be held in Riyadh, Saudi Arabia, from December 2 to 13, 2024. We will analyze some draft decisions on the drought and the contribution of CSOs in the process of implementing the convention.
