Strengthen consultation between stakeholders and the sharing of information for a better understanding of climate challenges in the La Casamance region (Kolda).


Around twenty actors from civil society, representatives of producers and breeders in the region, state structures and financial institutions actively took part in the decentralized national workshop on climate finance and climate risk insurance. and disaster including loss and damage.

 

This meeting initiated by ENDA Énergie, which was held in Kolda in October, is part of the 2nd phase of the “Multi-Actor Partnership on Financing and Insurance of Climate and Disaster Risks” project. (PMA-FARC)”. The main objective was to strengthen consultation between these different actors on the issue of climate financing, disaster risk insurance and also loss and damage.

 

From the outset, it was a question of presenting the achievements of the MAP initiative, which boiled down to the holding of several meetings which helped the stakeholders to better understand the existing projects and programs, the frameworks and also the key players.

 

On climate finance, in particular the Green Climate Fund, discussions addressed the eligibility criteria, support entities, as well as existing obstacles and opportunities. Following these discussions, it should be noted that in general, several stakeholders are not familiar with this mechanism. An in-depth analysis of the discussions reveals a strong interest on the part of the stakeholders, who plead in favor of facilitating access to this fund.

 

On the issue of loss and damage, the results of the work carried out by ENDA provide information on the state of loss and damage in certain regions of Senegal, particularly in the Saint Louis region, and on the Petite Côte. This study allowed participants to measure the extent of losses and damage linked to climate change and the efforts of populations to cope with it, in particular the disappearance of entire villages, cemeteries and even sacred places.

 

On the issue of agricultural insurance in the face of climate risks, representatives of La Banque Agricole (LBA) and the National Insurance Company took the opportunity to present their various services and insurance products to support producers and breeders in the event of a disaster. It was an opportunity for these financial institutions to raise awareness about the importance of insurance products in strengthening the resilience of producers.

 

The testimonies and sharing of experiences allowed everyone to have a better understanding of solutions in terms of financing and insurance, and a good understanding of losses and damage.

 

The last session consisted of identifying the main problems and situations of vulnerability that stakeholders face in the region, among others, land salinization, extreme heat, bush fires, excessive cutting, livestock diseases to prevent cite only these. In terms of the solutions envisaged, raising awareness and sharing information appear to be actions to be carried out on a large scale.
