Launch of the integrated Energy-Fodder-Milk program in Senegal “DOYLOU Program”
“DOYLOU Program” is a program oriented towards rapid impact actions. It consists of developing youth entrepreneurship in the milk value chain both upstream in terms of livestock production and downstream in the context of access to sustainable energy for the conservation and processing of milk in a prospect of development of an autonomous local market for dairy by-products. This meeting was an opportunity to present the program to the various institutional and private actors and to synergize the interventions, to the great benefit of young people. The conference took place in the presence of Mr. Secou SARR, director of Enda Energie Senegal, the representative of the Minister of Livestock and Animal Production, the representative of the Minister of Agriculture and the representative of the Minister of energy and oil. IMG_20200123_115216448 Ceremony during which Mr. Secou SARR recalled the importance of this program: “this Program primarily targets integrated approaches as well as sectoral approaches. Which represents an innovation in terms of intervention,” he declared during his speech. And added that: access to energy remains a major challenge in the development of the milk sector in Senegal and that controlling it would make it possible to boost exploitation in the value chain and as well as creation viable and sustainable jobs. The objective of the program is to strengthen the creation of green jobs with a view to settling young people and/or reintegrating returning migrants by: Supporting fodder production in the areas of Podor and Kolda to secure production dairy throughout the year; Promoting the entrepreneurship of young people and women in green sectors, particularly in fodder cultivation; Promoting dairy production and introducing breeders/young people to the profession of milk producer through the establishment of privately operated community dairy farms. At the end of this pilot program, the expected results are among others: Securing milk production through fodder production; Access to solar energy for the valorization of local milk and the development of an autonomous market for dairy products; Popular incubation for the development and capacity building of youth businesses; A monitoring-evaluation mechanism put in place. IMG_20200123_115159597 The launch of the Doylou Program also aims to respond to the problem of the massive entry of poor quality milk onto the African market, due to insufficient coverage of milk demand according to Famara SARR of the Ministry of breeding and animal production. It should also be remembered that the DOYLOU program is a complementary program to PROGRES-Lait (Program for access to energy for milk production in rural areas). The areas concerned by this program are Saint-Louis, Louga and Kolda (Senegal).
